Mr. Walsh is toying with you people. This man is actually Hernando Panam who is widely regarded by historians as the founder of Panama. Although he bears an uncanny resemblance to Garibaldi he was born almost 200 years earlier. Panam’s interest in the region that bears his name was due to the area’s abundant wild growing ibutzu plant – regarded at the time as an extremely potent aphrodisiac. This led to the relatively rapid exploration of the region by the Spanish. The ibutzu trade collapsed after it was determined that the active ingredient also promoted the growth of unwanted body hair on corpulent women. Panam was also regarded as the inventor of the Panamanian sword draw which allowed for the rapid deployment of large European style swords in dense jungle environments. Hence, the pose. Panam came to an unfortunate end from an apparent ibutzu overdose which resulted in a period of blood loss to the brain. So, there you have it..

I am fairly certain that it is Mayor Edward Isadore Koch, a 20th century mayor of NyC
